The reason that B-Ray and Bacon could change their Usernames is because mods wield ye power o' changing usernames. There was a thread on which PMJ could changed your name, that is gone now; you can't change it.

You can report them to any mod, not just WPM. I sometimes get these messages their annoying to say the least, I never used to though.
