Theres a difference between rogue and a 3rd tier. Although to can be small at times, it's still that 3rd tier that keeps rogues apart from the "(almost-)archetypes". An example is Hurricane, it's not a rogue, but it's not a 2nd tier either.

Blue thunder, you miss a tier. And AMU should be the 2nd Tier, if not the 3rd.
