I heard the regular EXs took place of where the holo should be. IDK about the Full Arts.
I started looking on YouTube after Dragon Pokémon mentioned doing that. I can confirm that yes, they do take the place of the rare/holo.

It seems EX aren't all that rare. I saw two videos on Youtube about the prerelease, and both of them pulled an EX (one dude had 6 packs at the prerelease, and he let someone else he knows on Youtube do his deck box. The deck box had only 2 packs, but the girl who did it pulled a Reshiram-EX and a Zekrom holo in the other.
@Skeleton Liar: The videos on Youtube had the EXs as rares, not reverse holos.
I haven't seen a video confirming this, but after talking to someone on YouTube, it seems the FA's, and most likely the shinies, also take the place of the rare in a pack. So that means there are a total of 47 different cards that you could get as a rare.
12 Holos (assuming the Reshiram and Zekrom reprints are holo; I
swear all the ones I've seen look non-holo though, but whatever)
19 Rares
27 Uncommons
29 Commons
16 Ultra Rares
I also heard that the possible ratio of both regular EX's and FA's combined are 2 to 3 in each box? There's no way to prove that yet, but it wouldn't surprise me at this point. =| And IF that's true, that means you could buy 5 booster boxes and
not complete the set.
I'm not sure how many people are actually reading this far in the topic, let alone reading my horribly long message, but here's a question. Wouldn't it have made more sense to maybe make regular EX's like Primes, replacing reverses? You'd get about 5 EX's in a box, and 2 to 3 FA's also. That would also make EX's more common, which would probably make their prices lower, making them more available/affordable for more players.
I mean, is that assumption wrong? It's totally possible that I'm mistaken, because I certainly don't know everything. But can anyone tell me why the regular EX's
couldn't have been like Primes replacing reverses? (Other than the obvious fact that TPCI is a business, and their intent is to make money. The higher the amount of rares, the lower the possibility of getting one of those covetted Mewtwo EX's, for example, will be. Lower chances = more packs bought, trying to get multiples of one specific Ultra Rare card.)
(No one will probably read this or reply, but I figured I'd try anyway.)
