that isn’t entirely true that it damages there possibilities for freshness. game freak didn’t really have a handle on the ds when they were working on the diamond and pearl engine, heart gold and soul silver are no different they added some improvements.
considering that only 1 game (abbreviated ASH) in existence so far has used a 512MB ds cart , and now another is coming (Ninokuni: The Another World), and these new Pokémon games can also use it. but no one other than Nintendo knows the exact limit these carts can reach.
if you are talking about a graphical level (polygons not art style) d/p/pt/hg/ss are definitely not the best on ds.

so if they truly want to change the format of these new Pokémon’s which there was talk they wanted a more fluid battle system, and no doubt increase the graphics, 3d battles possibly. I think it’s is clearly possible if they have been working on these games for 4 years now on a new engine.
plus a successor has only been rumored , "high resolution graphics and motion" iwata stated doesn’t mean a lot lol, "high resolution could merely state the resolution of the screens are better possible on where psp is or even better it doesn’t entirely mean High def. and motion woo pie Dee do, we have seen motion on a handheld in a tony hawk game for ds and wario ware twisted for gba.
Don't get me wrong though I could come up with great gameplay with the motion. you could control the pokemon around in a 3d battle field and the motion could be used to dodge attacks similar to the anime, of course there would have to be a probabilty algorithim added in as u cant always dodge or if you have a condition you can dodge as far or as well but this would also fall into how sensative the motion is , how does it react to your movement how far do u have to move the ds to the point of making it as safe as possible so a little kid doesnt fling it at someone or a wall breaking it.
now the other rumor was that nvidia is producing tegra for the next ds that’s cool there also producing a chip for the next playstation.
usually when Nintendo announces a console it still takes a year and a half just to come out in Japan and possibly 6 months for the rest of the world after that. if a ds2 were announced at e3 we wouldn’t see it in Japan until winter 2011, and we would get it around April, may, June 2012, but if they announce the name of if only at their conference around tgs (Tokyo game show) we would then see it at e3 and it would still come out winter 2011 maybe for a world wide release.
but if they announce one now sales will drop and people who bought dsi's would feel ripped because there are only about 2 or 3 retail dsi games, barely any ds enhanced carts which add more features when in a dsi, and the dsi ware store is lack luster with 3-4 decent titles on it, and there is no use for a dsi exclusive cart as the sizes are still the same, but dsi does infact allow to switch carts while playing and the ds does not. if they did that then the would ignore the 110 million ds owners, for the 15 million dsi/xl owners. it would just be better for dsi enhanced carts to allow the dsi users to have some functions but not ignore the 110 milliion ds owners at the same time.
as i said dsi can swap carts just in case there are size constraints, but nintendo is the only one that knows the true size of a ds cart so far we know 512MB, but they could allow possibly go up to 1GB the game would just have 10 second loading times. through out. if they go up to 1GB it is already enough to not even utilize cart swapping.
