UPDATE: The Milotic is from an the Saikyou (Strongest is the translation) event which took place in Japan in 2008
The Saikyou event was an event in which trainers would pick the strongest pokemon (correct me if I'm wrong) and Nintendo would make the top picked pokemon into event give-aways at Pokemon Centers
