Hey, I've found cure for Counterthridattackitis. I like to called "Retreating".
Whenever a pokémon goes to bench, all effects of attacks on it disappears, you know...
The effect affects SRM.mime *ex and not your active pokémon according to the card text. This is good otherwise, this attack would be way broken.
And I still don't understood if you refered to your turns or game turns...

Being a Shining or * does not add power. Few people undestood this, but * pokemon are only "cool pokémon". They are not all mighty, since they don't give 2 prizes when KOed. They have broken attacks only in special situations, otherwise they follow normal patterns for attack costs and damage. In other words, being shinning or * (or Rocket's) doesn't mean anything in adding more damage (unless in a special situation because this pokémon is a *, usually a difficult situation like having more prizes than the opponent, for example). Since the attack is a plain attack, the only difficulty I found for it is the specific energy attack cost, unless you invent another one

If your deck had a lot of pokémon with 3 retreat cost, wouldn't you add a switch? Switch compensates the high retreat cost that, supposedely, compensated some effect of the card. You probably would never retreat paying 3 energy.
Now tell me: what does compensate discarding energy cards, taking damage to itself or having little HP for a pokémon ex? Only a few cards, that, probably you wouldn't use in your deck because of room. But you would use a switch! Obviously!
Conclusion: counter high retreat cost disavantage is almost a pre-requisite for everydeck because high retreat cost is "naturally" and easily countered in most decks.
(and, how many times would you retreat SRM.mime *ex anyway? It is not supposed to be on your bench...)
