Personally, I think no. He dosen't evolve his Pokemon, he gets into other peoples buisness and hes clumsy.

Ever think about how long the anime's been around? Ash makes mistakes, not only because he's a learning and REALISTIC character, but because marketing knows that new kids watch the show ten years later. That is why you see so many reitterated arcs and Ash suddenly making dumb mistakes.
Because most younger children are now watching the DP saga, we could essentially call the it Rebirth of the anime because it treads over similar storylines and engages children with the same kind of stuff we saw from Ash in the beginning. Ash is an underdog, so this might be why sometimes he loses and sometimes he wins against ridiculous things. Sometimes the toughest challenges can be overcome, but the smallest things can make us stumble a little.
Think about it, people. Ash's background doesn't exactly make sense, because he doesn't always recognize things and makes silly mistakes; but this is for a new viewer's benefit, not yours. Also, you have to take into consideration that the anime doesn't really always follow the game rules, so Pikachu might NOT be uber-leveled, and perhaps its more about reaching a point of strength physically, mentally, etc. I dunno, I ain't the creator, but I figure. Pikachu isn't on the same level merit system.
