Kyogre's water spout's power is already ridiculous. Imagine a water/water pokemon with water spout plus specs/life orb do that on a rain dance team.

A pokemon may not seem that they are any "more of [whatever element]", and yet they have that extra element.
As for why a pokemon would ever two of an element, here are some possible reasons:
A pokemon is Fighting/Fighting because they know two drastically different fighting styles, or they're just incredibly knowledgeable in fighting.
A double Metal/Metal pokemon is consisted of many different types of minerals.
Pokemon is just a product of game developers' creativity and imagination. I can definitely see a double-type-typed pokemon being made for whatever reason.
edit: No, for example a double-fire pokemon would boost its attack by (1.5)x(1.5) = 2.25
