Whoops - it looks like I missed the set voting! I like the idea of Disaster Survival, as it feels like a more unique sort of topic. I reckon you could really focus your Pokemon around individual Stadiums that you design initially if you do that set, as that really amplifies the weather aspect.
Deep Woods would be my second choice as, despite type limitations, it has some space to move. Contest and Rival Pokemon feel like a common set theme, so I personally wouldn't vote for those.

so you can play 2 different Disaster Stadiums in your deck,
this is a real low amount, but the Disaster Stadiums could be pretty powerfull and game changers!
