I ran emboar at nats and beat every typhlosion deck I faced. (both of us running reshiram as main attacker of course) mainly because I could set up my reshiram in one turn without adding damage counters to reshiram for the easy counter OHKO from my opponent with their next reshiram. they required a plus power to take me out. I ran retrievals and a couple fisherman with some junk arms for more retrievals if needed and I never had a problem against typhlosion/reshiram.
HOWEVER, I voted typhlosion as better because I consider emboar better only against certain decks and typhlosion better against others, (while typhlosion being better against a larger field of decks). the reason typhlosion is better is because of pokemon reversal. that card caused me to miss top cuts. plain and simple. if my opponents didn't use that to drag up my emboar, I would have won every single game. in fact, the only games I lost were because they flipped heads and brought up emboar (or ninetales early game but that doesn't matter for this discussion).
if they dragged up typhlosion, a retreat could have come more easily. aside from that, typhlosion's attack it considerably better with the ability to make your opponent discard an energy.
there is a major problem with typhlosion though. you need two out to set up reshiram in one turn and even then, you need to add damage to reshiram. however, those spaces you saved with not needing fisherman and energy retrieval could be filled with potion to heal reshiram or other trainers to increase your set up speed.
