The James deck in EX Team Rocket Returns worked surprisingly well, with many of the best Trainers from that set. But really, the preconstructed decks aren't meant for high-level play, but rather, for beginners. They're designed to be easy to understand.
 
But still it would be nice if they made theme decks like in Japan, the charizard one seems to almost work as does the garchomp one. I mean at least the people in Japan seem to actually care about making the decks at least worth something.
 
Oh, come on. Nintendo just wants you to buy booster packs. The profits aren't as big if they just hand over their valuable Lv.X's to you. The people that the preconstructed decks are aimed at are beginners who might not even know what Lv. X cards are so Nintendo can sell them cheaper cards and they'll be just as happy.

Or does that sound too cynical?
