what do the poles (magnetic poles, at that) have to do with type matchups?
That's another reason I said it should be normal, gives it a neutral starting point and since this would be the gimmick pokemon of the generation, it would make sense for it to follow smeargle, castform, porygon.
I like your idea, I do, and I think evilpacman was interested, so you can work together, just don't start thinking how to make it competitive.
The concept of a virus is not bad, actually. Retrovisuses work by altering the host's DNA, and viruses are known to mutate too, so there you have a plausible, logical link between the abilities and moves you seek and something that can use them, note the lack of electricity references.
But maybe viruses (especially retroviruses) are a bit of a dark subject, so use it as a stepping stone; look for parasites that can manipulate it's hosts and it's predators. if that doesn't pan out, go with the virus.

It could be both a specific ability for your pokemon and a new move room move.
You draw very well, but your designs are all over the place, you need to focus in a logical progession, not in what the pokemon should have, but what in the pokemon should be.
For this particular starting point, however, you might be better off not including animals, like they did with castform.
I know you won't understand why I said no to your idea, and it's a valid concern, so let me show you something:
The only thing I meant competitive about this is the ability. Just the fact it can play mind games on the opponent Competitive or not was more so what I was going for. I wasn't trying to make the Pokemon specifically competitive. I meant that's where I drew the idea up. As far as the ice typing, it only made sense because I thought of it as North/South Pole (to make it simple) where Narwhals and MuskOx live. It was just an idea I threw out there to see what People thought of. Honestly, when I put my idea on paper, it didn't look anything like what I wanted it to. So, the whole Narwhal+MuskOx idea is very subject to change. I wasn't planning on making a Pokemon specifially oriented for Competitive play, it was just the ability I had in mind.
Anyways, with that feed back, I'm still wondering if anyone is willing to continue to run with this idea. I'm alright with scrapping it if not.

That's the point... this pokemon can change the mechanics to it's advantage; and if it has a counter, well, nobody's perfect.
