Pokemon most powerful legendary

They are pretty good but I think the legendary dogs are good too.

I've always thought Mew was because it can learn ANY attack in the game.

okay so IMO Mew is the best, but if it as to have stats and moves then it's either KYOGRE or MEWTWO.

Mewtwo is easily the best. Its special attack is just too high to believe (I remeber mine had 394 in Blue). Mew is just bad. Mewtwo can learn every GOOD TM, not just all of them (sure mew one ups mewtwo there, but mewtwo learns all the really good ones).

another good pokemon is jirachi his stats are amazing.

Jirachi's pretty good, he can learn a wide amount of moves and has a good ability.

Celebi's not that bad. It has some decent stats, nothing great.

latios isn't very good and mewtwo has bad defense IMO. kyogre can OHKO either of 'em.

and celibi has a great movepool, that's the only reason it's better than Jirachi IMO.

it's gotta be Kyogre = best. definitely.
