Well since it is one of the last 3 Pokemon from 4th gen it will most likely have a password. Just wanted to see what you guys would say. Bank on it because it has been a regular event for awhile now so since not everyone can afford to get their own Lucario it would make sense to add a password XD.

Now that ISB is inactive, I'll keep this thread up-to-date. Global Link promotions aren't a strong suit of mine, so I'd appreciate some help. With this current Arceus promotion, the password is the same for all regions, right? And is there any event missing from the current list?

For password locations use this site for all passwords besides ours. *link removed*. I know he is not the greatest but at least he has all the passwords from all areas and regions. According to Serebii the password for Aceus is the same everywhere. Maybe it is out here for us at the moment XD.

I can probably help with scrounging around for passwords and keeping them up to date. Of course, I would appreciate help from people like Metalizard, since he lives in Europe (and thus the passwords are different over there).
I looked it up; according to this page, the password is ARCEUSVOTE for all regions. (I just tested it.)

As for help with the events for this thread, I'll help also. ^.^
You get the email in your Pokemon Trainer Club Mailbox. Then you follow the instructions in the email. Then you log into Pokemon Global Link and go to your Promotions page. I did know that. However, I get the feeling that every kind of Poke Ball used in the Dream World has 255 catch rate automatically.
I'm going to test this theory myself when the Arceus arrives in my game.
Edit: Apparently, there's a Klink C-Gear skin for peeps with Japanese PGL accounts. It goes from Feb 1st to Mar 27th, no password required.

^I wasn't aware of that... I knew that Dream Ball had a 255 rate because it was only for entree forest pokémon, but do the others always work too?

From the few times I've done it out of boredom, I can say for a fact that any ball will capture any DW Pokemon without fail. In fact, I just used a Luxury Ball to capture the Arceus I downloaded into my Black Version Entralink and it worked perfectly.

Yes it does worrk. Every ball in the DW is basically a Master ball or works just like one. I use ultra balls for my caught Pokemon. However if you try to trade on the GTS and they are not in Dream Balls you will have a hard time trading them XD.
