Another question: I was considering putting Garchomp and Espeon in my team. But I started reconsidering with my Sandlslash. So should I put Sandslash instead? But if I choose Garchomp and Espeon, then my team will have trouble against water/ground types because there are no grass types in it. But I can't get Leafeon until after beating the Hall of Fame. What should I do?

I wouldn't really recommend a Steel-Type move on Lucario because Steel is not a good type offensively. Having a fighting move to get STAB is much better. Your best off getting a variety of different type moves on it.

Garchomp is far superior to Sandslash so I would recommend that.
If you have caught Virizion it can function well against both ground and water types. Jellicent also can defend well against those types, especially if it has Watrer Absorb.
