Let's see... I'm assuming we aren't taking Flame Body to be "hurting" the opponent?

Ferrothorn and prevo, with their Iron Barbs
Sharpedo and Carvanha with Rough Skin
Garchomp, Gabite and Gible with Rough Skin (Dream World)

I could say Aftermath abilities too but that's not specifically limited to contact so...

The one with the right answer was...Catutie. When I said 'all things considered', I meant it. If a Pokemon's holding the Rocky Helmet, it can punish the attacker if it makes contact.
However, since Bacon did such a good job of explaining his answer (and in so doing actually answered the next question I was GOING to ask), I will give him 2 points.

I'm also accepting trivia questions to be submitted in this game; running trivia for so long has dwindled my resources of questions. Therefore I'll let you submit questions to me (you can tell me on chat or whatever), on the condition that you cannot answer the questions you submit. And of course, the rules are the same - no looking up data on informational sites.

Here's the first question being submitted, courtesy of bacon:

Excluding stat boosts, hold items, and changing abilities with Skill Swap/Role Play etc, which Pokemon can hit Claydol for the highest amount of damage with Outrage, provided it doesn't land a critical hit?
