I would have to agree with PMJ because the attack phase would end, with Steelix doing 120 damage to Gengar. After all effects of attacks are over, then you check for ko's. I believe that you would flip. It's not like burn or poison, because those would happen in between turns.

RE: over level 100? (red) Actually, there is a way, if you use the MissingNo glitch to duplicate Rare Candies, then you could raise your pokemon above level 100. There wasn't a ceiling to the Rare Candies back then, so you could go as high as you wanted with them.
